Pinecrest, the Hill community, Hall Circle, Willbrooke and McClure Place ring downtown Duluth: ZIP 30096, zoned for Duluth High, $408,260 typical value.

Last checked Oct. 6, 2026. Sources: the City of Duluth’s Plan 2040 comprehensive plan (PDF), Character Area Map (PDF), plans and studies page and GIS layers, Gwinnett County Public Schools zone map data, the state’s 2025 School Grades data, Zillow Research, Gwinnett County and OpenStreetMap.

The neighborhoods that wrap around downtown are the city’s Core Neighborhood District. The city’s plan describes them as “not a homogeneous collection of neighborhoods”: the houses range from the early 20th century on West Lawrenceville Street to the 1990s in McClure Place and Willbrooke. About three in four homes here are houses and the rest townhomes, and Duluth High School sits inside the district.

Where it is

The district is about a square mile surrounding the downtown area on the city’s Character Area Map. Buford Highway (U.S. 23) and Duluth Highway, which becomes Abbotts Bridge Road west of downtown (both Georgia 120), cross in the middle and split it into four quadrants, which the Plan 2040 comprehensive plan names:

  • Northwest: the Pinecrest neighborhood.
  • Northeast: the Hill community.
  • Southeast: the Hall Circle area.
  • Southwest: the newest homes, in McClure Place and Willbrooke.

McClure Bridge Road, George Rogers Avenue, Davenport Road and West Lawrenceville Street are the other main streets. Almost every home address is in ZIP code 30096.

The plan says the two southern quadrants have sewer and the northern ones do not, and that “the lack of sewer greatly inhibits redevelopment or infill.” It calls the two highways “major barriers” that split the district. Its goals include about 2,000 homes within three-quarters of a mile of downtown, accessory dwelling units, duplexes and small-lot townhomes as infill, and neighborhood plans for Pinecrest, the Hill community and Hall Circle. The city’s plans and studies page says it has completed one, the Hill Neighborhood Plan.

Homes

The city’s parcel records count about 640 houses and 200 townhomes here. Its development layer names Willbrooke, McClure Place and Pinecrest as the largest single-family neighborhoods, with Windsor Gate, Duluth Pines and the Jones Subdivision, older home sites it lists as Hill Street, West Lawrenceville and Abbotts Bridge residential, and the Sherwood Crossing and Gardendale townhomes. OpenStreetMap also names GardenDale TownHomes.

How we drew this area

This area is the Core Neighborhood District polygon in the city’s own character area GIS layer, the digital version of its Character Area Map. Home counts and school shares come from every house and townhome parcel in the city’s parcel layer and every apartment and condo address point in Gwinnett County’s address data inside it, matched to the district’s zone layers on Oct. 6, 2026.
