Duluth homes get two 2026 tax bills: Gwinnett County's at 31.6 mills, due Nov. 15, and the city's at 6.551 mills, due Dec. 15. How to pay and appeal.

Last checked Oct. 6, 2026. Facts on this page come from the Gwinnett County Tax Commissioner, the Gwinnett County Assessors’ Office and the City of Duluth’s property tax page.

A home in Duluth gets two property tax bills. Gwinnett County’s bill, which carries the county, school, fire and recreation taxes, was mailed in September and is due Nov. 15, 2026. The city of Duluth bills its own tax separately; the city mailed 2026 bills by Oct. 2, and they are due Dec. 15, 2026. A mortgage escrow account normally pays both, but the county says it does not send bills to mortgage companies and the owner is responsible for making sure they are paid.

The 2026 rates

Gwinnett County taxes property at 40% of fair market value, according to the city’s property tax FAQ, and the bill is that assessed value, less exemptions, times the millage rate. One mill is $1 for every $1,000 of assessed value.

Duluth’s rates for 2026, from the Tax Commissioner’s millage rate table, updated Sept. 4, 2026, and the city’s own rate:

Tax Mills On which bill
Gwinnett County Public Schools 18.7 County
Gwinnett County government 6.95 County
Fire and EMS 3.2 County
School bond 1.45 County
Recreation 1 County
Economic development 0.3 County
County bill total 31.6
City of Duluth 6.551 City
Total 38.151

Duluth homes pay no county police or development and code enforcement tax, which unincorporated Gwinnett pays, because the city provides those services. That is why the Duluth county total is 31.6 mills against 34.86 in unincorporated Gwinnett.

The city rate

The Duluth Mayor and City Council adopted the 2026 rate of 6.551 mills on Aug. 24, the same rate as last year, after the third of three public hearings, according to the draft minutes of that meeting. Because property values rose, the rate was 0.185 mills, or 2.91%, above the rollback rate that would have raised the same revenue as last year. Finance Director Ken Sakmar told the council the reassessments would bring in about $525,644 more and that the average home might pay $25 to $40 more. The vote was 5-0.

The city bill also carries the annual stormwater fee: $92.70 for most detached single-family homes and $46.35 for most condominiums and townhomes in 2026.

How to pay

  • County bill: view and pay online through the Tax Commissioner. A late balance gains 0.81% interest a month, and a 5% penalty after 120 days, then another 5% every 120 days, up to 20%, according to the county’s deadlines page.
  • City bill: pay online through the city’s Real and Personal Property Tax Portal, by search on parcel number; in person at City Hall, 3167 Main St., 8 a.m. to 4:30 p.m. weekdays, by cash, card, check or money order; by mail to City of Duluth, 3167 Main St., Duluth, GA 30096; or by check in the yellow drop box on the Main Street side of City Hall. Card payments and online payments carry fees.

New owners who have not received a city bill by Oct. 15 should email taxes@duluthga.net or call 770-476-3434.

Homestead exemption

If you own and live in your home, you can likely claim the regular homestead exemption, which lowers the taxable value of a primary residence. The Tax Commissioner takes one application for every Gwinnett exemption, online, in person or by mail, year-round. According to the county’s homestead page:

  • You must own and occupy the home as your primary residence on Jan. 1 of the tax year.
  • Apply by the appeal deadline on that year’s Notice of Assessment for the exemption to count that year.
  • Your vehicles must be registered at the Gwinnett address, and your driver’s license must show it.
  • Extra exemptions exist for owners 62 to 64 and 65 and older, 100% disabled owners, and surviving unremarried spouses of service members, peace officers and firefighters killed in the line of duty.
  • Once approved, it renews itself. Refinancing does not affect it.

Duluth has also adopted the state’s House Bill 581 freeze, which the city says limits increases in homestead assessments to the yearly inflation rate.

How to appeal your value

The Gwinnett County Assessors’ Office mails annual Notices of Assessment in the spring. You have 45 days from the date in the upper right corner of the notice to appeal. File through the Assessors’ Office online appeal portal, mail form PT-311A to the Assessors’ Office at 75 Langley Drive, Lawrenceville, GA 30046, or deliver it in person. Email and fax appeals are not accepted. You can appeal on value, taxability or uniformity.

If staff do not adjust the value, the appeal goes to the Board of Equalization, and the county sends a partial temporary bill in the meantime: the lesser of 100% of last year’s value or 85% of the new value.
