Welcome to Duluth. Start with one check: is your address inside city limits? Many homes with a Duluth mailing address, in the 30096 and 30097 ZIP codes, are in unincorporated Gwinnett County, and that changes who picks up your trash, who polices your street and which tax bills you get. Look up the address on the city’s CityView map.
First-week checklist

- Water and sewer: Gwinnett County, 678-376-6800
- Gas: choose a certified marketer

Electricity
Two utilities serve Duluth, according to the city’s utilities page. Your address decides which one you get; the seller or landlord can tell you.
- Georgia Power: 1-888-660-5890, the number the city lists. Start, stop or move service through Georgia Power’s online service requests.
- Jackson EMC, an electric cooperative: 770-963-6166, the number the city lists, or jacksonemc.com.
Outage numbers and maps are in our power outages guide.
Water and sewer
Water and sewer in Duluth come from the Gwinnett County Department of Water Resources, not the city. Start, stop or transfer service through the county’s online portal, or call Customer Care, 678-376-6800. The main office for in-person payments is at 684 Winder Highway in Lawrenceville. Water emergencies: 678-376-7000.
Natural gas: choose a marketer
Georgia’s gas market works differently from most states. Atlanta Gas Light owns and maintains the pipelines and meters, but you buy your gas from a certified marketer. According to Atlanta Gas Light’s start and stop service page:
- If your home has a gas meter but no service, contact a certified marketer to start it.
- If you are moving between addresses, contact a marketer to transfer or stop service.
- If your home has no gas meter, request one from Atlanta Gas Light online; it says it responds within two business days.
The Georgia Public Service Commission publishes the list of certified marketers and their contact information, along with a marketers’ scorecard. Gas leaks: Atlanta Gas Light, 877-427-4321.
Internet
The city’s utilities page lists Frontier Communications. Two other providers publish Duluth service pages of their own: Xfinity in Duluth and AT&T Internet in Duluth. Check your exact address on each provider’s site; coverage varies street by street.
Driver’s license and car tag
Driver’s license: within 30 days. The Georgia Department of Driver Services says new residents must apply for a Georgia license within 30 days of becoming residents, at any DDS customer service center. If your out-of-state license is valid, or expired less than two years, you surrender it and pass a vision exam; if it expired more than two years ago, you take the knowledge, road and vision tests. Details and the document list are on the DDS transfer page.
Vehicle registration: within 30 days. The Georgia Department of Revenue says vehicles must be registered within 30 days of moving to Georgia, and you need your Georgia license or ID first, according to its New to Georgia page. Gwinnett is one of the metro counties that require an emissions inspection before registration. Bring proof of Georgia liability insurance. New residents pay the state’s title ad valorem tax when they first title a vehicle here.
Gwinnett County tag offices are open 8:30 a.m. to 5 p.m. weekdays, according to the Tax Commissioner’s locations page. The closest to Duluth are in Peachtree Corners (6135 Peachtree Parkway, Suite 201B), Norcross (5030 Georgia Belle Court, Suite 1013) and Lawrenceville (750 S. Perry St.). Motor vehicle questions: 770-822-8818.
Property taxes and homestead
Duluth homeowners get two tax bills, from Gwinnett County and from the city. To claim the homestead exemption, you must own and live in the home on Jan. 1, and apply with the Gwinnett County Tax Commissioner by the appeal deadline on that year’s Notice of Assessment, mailed in the spring. If you closed on a home this year, apply now so it counts next year. Full details: our property tax guide.
