Opening a business in Duluth

Duluth’s business license is called an occupational tax certificate. According to the city’s New Business Applications page, it is a three-part online process:

  1. Zoning use verification through the city’s GovWell portal, which must be approved before you sign a lease.
  2. A business information form on the city’s GovBuilt site.
  3. The certificate application, sent by email after planning approval.

Before you start, confirm the address is inside city limits: the city says the 30096 and 30097 ZIP codes carry Duluth mailing addresses, but not every address in them is in the city. A post office box can be a mailing address but not a business location. Processing generally takes 10 to 14 business days, longer during renewal season, January through April.

Other requirements the city lists:

  • Commercial trash: the city has an exclusive contract with Republic Services for commercial dumpsters; call 844-737-8254.
  • Business personal property: report it to Gwinnett County; questions to personal.property@gwinnettcounty.com.
  • Fire marshal certificate of occupancy: Gwinnett Fire Plan Review, 678-518-6000, option 6.
  • Restaurants and food trucks: permits from GNR Public Health; see our restaurant inspections guide.
  • Signs: a new business may get one 30-day temporary sign permit within six months of opening; see our permits and zoning guide.

To invite the mayor and council to a grand opening, use the city’s Request a Ribbon Cutting form.
